Install your patches in single user mode as instructed and if no kernel
patches have been installed you should be able to simply "exit" and return
to run level 3.

The reason for a reboot is to load the new, patched binaries. If they
are not running in single user mode then your new binaries will be loaded
when you return to run level 3.
Take a system to single user mode and see just what is still running.
