I was thinking that you were referring to the name of the
silly party candidate in the famous Monty Python sketch
but found that it is actually the title of a 1982 film
made by Channel 4.

John Dougrez-Lewis, assuming the name taken directly from
the Monty Python Sketch, stood at the Crosby by-election
of 1981 as Tarquin Fintim-Limbim-Whimbim-Lim Bus Stop
F'Tang-F'Tang-Olé-Biscuit-Barrel.
