Yes, although more commonly called a "sequencer" (due to it's ability to
switch things on in a set sequence, although realistically this isn't used
to any real extent now days).
As far as the plug, you can put whatever plug you want on the end - just
keep in mind that this is a 32 amp device - you can NOT simply plug it
into a standard 10 amp wall socket, or the result will most likely range
from tripping a fuse to burning down your datacenter...
(Technically I think it's actually a 24 amp device, but as Australia only
has 10, 15, 20 and 32 amp then you need to treat it as a 32 amp device).
