It's the ~# escape on tip(1).
But... if it can't boot from disk, why ins't it timing out into OpenBoot?

Even Google doesn't know; why not use a different terminal program? If
one of your other Solaris hosts has a spare serial port, it's pretty
easy. Heck, even Hyperterminal should work, Ctrl-Break ("Pause/Break")
should do it.
