I can't look at the console output (if there even is any).
Any idea as to what could be wrong other than the CPUs themselves being
faulty?

I have a relataed issues on known good CPUs if anybody could help I
would appreeciate it.
I have two pair of 450 MHz CPUs and they all work in Ultra 60 (unit a)
and not anothe Ultra 60 (unit b) that I have. The CPUs come on and
both are recognized but the OBP says they are 2 X 256 MHz. I have the
J3001 jumper set correctly (learned that from the first upgrade) and
the OBP is at 3.31 (latest).
I can move any of the 450 MHz CPUs to unit a and the are recognized
infividually or in pairs as 450 MHz. It's just this unit b Ultra 60
that does not recognize them properly. The 360 MHz CPU is recognized
properly in unit b when it is installed (and J3001 is set jumpering
1-2).
THis is the weirdest thing I've ever seen.
