1) Turn main power switch ON ...
power supply LEDs are lit:

Load Status : green
AC-Present-Status : green
DC Status : off

The E450 has a case interlock switch that will remove power when the
case is open. I've had very "fiddly" ones that would switch when the
case was closed with a small rap on the unit.

You might find that switch and see if it's operating. I would also
consider giving the rear of the case a good thumping to make sure it's
well seated.

The Power supply LEDs and inactive keyswitch symptoms are consistent
with that switch being open (although I've never looked at the MB lights
to see what they were doing then).
