A very strange problem with CVS

I'm experiencing some very strange problem with CVS. We have a CVS
server hosted on a Suse Linux machine, multiple client (mostly
Windows) are accessing the server. This morning we had a power
outage and we had to restart the system. Since then, some machines
show a very slow response from CVS. The funny thing is, sometimes
is really really slow, sometimes is "normal"... and that's driving
me nuts!

The server looks normal, no strange network conflicts, no strange
network collisions...

There is someway I can try to "debug" this? Can I increase the amount
of messages that CVS send to the syslog?
