/usr & /usr/local in separate FSes ?

Hi. I'm installing some linux apps on my AIX 5.2 ppc.
Of course I suddendly got out of space in the /usr filesystem (natively
set up at 1.7gb).
My question is: should I increase it (let's say till 3gb... ;-)) or
should I create another fs with the mountpoint /usr/local ?

I've planned to install a lot of linux utilities, including large ones
like gcc o coreutils.

What should be the right policy when choosing a new filesystem or
enlarging an existing one ?
