My expiriences from past (same for almost all vendors)
Don't pay anything you don't _really_ need.
Don't touch the running 4.3.3 systems. They will keep running as long as you
don't change them.
In most cases the additional risc will be close to nothing for times of less
than a year(???). For long terms this depends closely to the skills and
knowledge of the personal operating those systems.
If there are lots of such system, buy enough spare parts.
Migrate _before_ you need to change the running systems, you'll probably
need the support for steady evolving systems.
Migrate if you need fast security patches for public exposed, internet
connected systems.
Third party software and/or related software development tools will sooner
or later require O/S levels in the supported life cycle, or you'll get the
needed support from there. Or stay with the old unsupported tools as you
know them (as is...).
Migrating two years later isn't any cheaper than migrating now and yet. If
you plan to skip one or even more releases, migration will become much more
complex and expensive.
Nothing specific to AIX, only software business as usual. If you want to get
out of this business (or evil???) circle, think about migrating towards Open
Source Solutions.
