limit of users on aix 4.3.3

Hello ,

i'm working on aix 4.3.3 maintenance level 10 on IBM-S80 machine.
i need to add 15000 users on this machine .

there is a limit to add 15000 users ?
if there is a limit , how can i add 15000 uers to this machine ?
