7133-020 on 7026 h50 question

I just added a 7133-020 SSA drawer to a 7026 H50 I've just installed.
All 16 slots of the 7133 are populated with 9.1gb drives, yet after
cfgmgr has been run only 14 drives are recognized. Any ideas what
happened to the last 2? SSA adapter is FC 6215, drives are configured
in 1 loop using ports A1-A2 on the adapter.
