Here you can still find all fixes:
"http://techsupport.services.ibm.com/aix/fixes/v4/"

But not searchable by APAR.
Get bos.rte.install.4.1.5.13.bff from directory "os".
Then you can run:
" instfix -icq | grep _ML | grep ":-:" "
This will give you a list of all filesets missing to the lastest know
maintenance level by bos.rte.install 4.1.5.13.

This should give you all latest fixes.
