[Q] Why not active service daemon? mkssys command

I progressed by following order.
1. # mkssys -s name9d -p /usr/local/sbin/named -u 0 -G tcpip
2. # lssrc -s name9d
Subsystem Group PID Status
name9d tcpip inoperative
3. # startsrc -s name9d
0513-059 The name9d Subsystem has been started. Subsystem PID is 18022.
4. # lssrc -s name9d
Subsystem Group PID Status
name9d tcpip inoperative
STATUS item must be ACTIVE as 4 times, INOPERATIVE Ro appears.
What is reason???
