Hi Lee,

you could try this:
press "5" after the word "keyboard" appears on your screen to boot into
maintenance mode. Access a rootvg in maintenance mode, start a shell and
mount rootvg. Export TERM=vt100, then start smitty. Choose "devices" then
TTY and from there change and add the following settings
enable LOGIN - enable
STTY attributes at RUN time - clocal (add)
STTY LOGIN - clocal (add)
Apply changes to Database only - yes
