Yes. Create an user account either by smitty or mkuser. Edit /etc/passwd, and
remove the "*" from the password field (second, :-delimited field). Later, if
needed, a password can be set by the pwdadm or passwd commands (or smitty).

Creating an account w/ no passwd set is not a good idea.
