I'm not an expert at this stuff....you're running on an SP?

The first error is happening because RSCT cannot heartbeat..that's
being caused by the error condition outlined in ERROR msg #2 below.
Looks like RSCT topology services cannot talk to the SDR (System Data
Repository ???). Is your control workstation up and accessible via
your SP network?
