AIX 5.1 increase semaphores

Does AIX 5.1 allow for adding more semaphores?
If so, how do I add more?

I was reading an old message about 'thewall' and semaphores, that you
can't add them in previous versions of AIX and must add to 'thewall'.
What should thewall value be set to for AIX 5.1?
