The README file told me to look at

Which is where I started. I downloaded the firmware from this page.
I looked at the Description page, but it does not say anything about
prerequisites, so I am assuming that I do not need to install any previous
versions.

AFAIK the firmware is cumlative.

The only time I can remember when it was not, was many moons ago on my
7025-F50's, when IBM wanted you to come to a certain "level set" before
applying later versions of firmware. This as I recall, had to do with
an "in doubt" period during firmware upgrade that could result in a
firmware abort, which caused hardware issues with sysplanar. They
wanted you to go to a certain level set to avoid this "in doubt"
period.
This may have applied only to the F50, as well.

Haven't seen anything like that lately
