AIX 4.2.1.0 add pv to rootvg

Have a 7012-320 and just added a fourth HDD, hdisk3, to give it enough room
to upgrade it to AIX 4.3.3.11.
#lspv shows it has a PVID and no rootvg.
using smitty/sys mgt/LVM/VG/Set Char of VG/Add PV to VG
get the following
Failed. extendvg: warning the PP size of 4 requires the creation of 1023
partitions for hdisk3. The system limitation is 1016 PP per disk. Specify a
larger PP size in order to create a VG on this disk. 0516-862 extendvg:
unable to create VG.
Ran
#cgvg -t 4 rootvg
getopt: not a recognised flag :t usage chvg (-a Auto on) (-Q quarum) (-u)
(-c) (-x) VGname....Changes the characteristics of a VG.
#cgvg -t 4 rootvg works in 4.3.3.0
Please, what is the correct command in AIX 4.2.1.0 to alter the PP size so
hdisk3 can join rootvg.
