ftp login won't dir or ls

I run FreeBSD on a machine that runs as a gateway for a small LAN. It has
two NIC's one of which connects to an RCN cable modem and the other to the
small LAN. All works well.

But now I am thousands of miles away on business and need to ftp some files
stored on this server to myself. I have doen this before with success but
something is unique about this setup.

The server is running ipfw with a routinely strict set of rules but I do
allow telnet (23) and ftp (21). When I login via user ftp I get in okay but
the moment I try to execute a dir or ls command it stalls and my fto client
program says failed to establish data socket.

Trouble is I can login to the server via telnet just fine and do all that I
need including adding a new rule to ipfw like "add allow tcp from any to
any". Of course this makes it work but I cannot figure out why it won't work
when I use my normal firewall.

Any suggestions out there?
