Why not try downloading freebsd boot floppy image and booting with it
to see if floppy boot works.

Copy the boot image to floppy on the FreeBSD box you are trying to
boot from. This will eliminate possibility one of the floppy drives
isn't in track alignment with the drive used for writing the floppy.
