For what it's worth, I've observed similar behavior on Freebsd systems that
are having network trouble. The clearest example was a system originally
configured with a net connection but run without it. It slowed to crawl
even on things that didn't involve net access. Your situation seems a
little different in that your net is alive, but you might try
unplugging it to see if that has any effect. It would give a hint.
