Any script in /usr/local/etc/rc.d/ get executed with the 'start'
parameter at startup, and with the 'stop' parameter at shutdown. How
logical once you think about it.... ;-)

To me that feels like a better place to do something than to modify
'rc.shutdown', with mergemaster stuff in mind.
