To restore the logins and passwords, you need the relevant lines of
/etc/(master.)passwd and /etc/group, assuming you don't use LDAP or
NIS or something. User crontabs are in /var/cron/tabs. Most other user
settings are stored in the home directories, but there might still be
some things in /etc that you should copy, depending on how you
configured your old system (login classes in /etc/login.conf come to
mind). But you'll have to compare /etc carefully anyway if you want
the to new server to behave like the old one anyway.

Some programs may have different ways to store per-user config, for
example database servers tend to store user and password information
in database tables themselves.
