su: Sorry?

While trying to get another program to simply build correctly, I've
installed FreeBSD 5.0 on a laptop and like it so far, but there's a couple
of different behaviors from 4.4 I need to get cleared up.
Since I've never had to expressly configure this, how do allow user(s) -
(read me) to change to su when logged in as a normal user. I only get
$ su
su: Sorry
$
I've looked in the /etc/pam.d/su file and it's little daunting and man pam
didn't seem to be much help to me.
The su file contains the lines (about half-way down):
# If you want a "WHEELSU"-type su(1), then comment out the
# above, and uncomment the entries below.
Since I'm not too sure what that means (more like 4.4?) and I want to change
the default behaviour as possible, how do I allow a normal user to switch to
su?
I'm sure I'll stumble onto the answer shortly....
