cupsd is not running.
Go into /usr/local/etc/rc.d and rename cups.sh.sample to cups.sh,
then run /usr/local/etc/rc.d/cups.sh
after that you can contact localhost on port 631.
Beware of proxy settings in you browser! If the browser contacts a proxy
for connecting localhost, sure it will not work.
