missing library: intl.6

I've run into a snag installing a couple of ports tonight (the new
Gimp and fetchmail). Both fail when they can't find "intl.6" .

I have done 'make deinstall' & 'make reinstall' on gettext (and a
'make clean' for good measure) and I still can't get past it.

After some searching of the archives of this group, I found several
others being recommended to do a 'portupgrade' on gettext for other
library related issues. Is that my best course of action?

Here is the last bit of the error message from my make attempts.
I'm running 4.8, if that makes a difference to the answer.
