Thanks for the input everybody,
Probably NumLock option in the BIOS would work for me if I only had one.
X isn't a problem as NumLock goes off on X startup (I'm using kdm) and
this is
exactly what I want. The question was about initial NumLock state in
all virtual terminals but there doesn't seem to be any kbd related option
to set it on system startup:(
