Couldn't you just use the Netscape theme with Mozilla? I mean,
Netscape is basically just a rebranded Mozilla, and the only
differences are that it has a different theme and a few plugins
preinstalled. But if your problem is installing plugins, then the
whole benefit of Netscape over Mozilla goes down the drain.

You can make Mozilla look as sleek as you want to. And, yeah, it's
easy to change what the double-click-on-link does in the preferences.
And it's several tenths higher in revision than the version that
Netscape used 1.7 or 1.8a versus 1.4), so there are probably a few
extra features and bug/security fixes in there.
