Just wanted to tell that I'm suffering with exactly the same problem with a
Realtek 8169. I thought it was the driver, but it now looks like some other
kind of problem.
ifconfig down / up does the trick _sometimes_. It takes about 1-20 down / up
cycles to bring it back to life.
