fetch hangs at end of transfer, FreeBSD 4.10

All,
I'm using 'make fetch' from behind a firewall. I've set the FTP_PROXY,
HTTP_PROXY, FTP_PASSIVE=YES as well as the FTP_TIMEOUT and HTTP_TIMEOUT
variables for fetch. However, I frequently get to the end of a file and
fetch seems to hang...for minutes. E.g.,
bash-2.05b# cd /usr/ports/math/scilab/
bash-2.05b# make install
>> scilab-3.0.src.tar.gz doesn't seem to exist in /usr/ports/distfiles/.
>> Attempting to fetch from ftp://ftp.inria.fr/INRIA/Scilab/distributions/.
scilab-3.0.src.tar.gz 99% of 10 MB 112 kBps

Is there a fix/work around for this?
