You might be OK if you don't do the first shutdown but
it has always been recommended to reboot after you install
the kernel.

There is a note on that step that say:

'You can often get away without doing this step as the system will
be properly updated. During the installworld, however, system
components may break and other oddities may happen.'

The appears to apply to booting to single user mode. In remote
installs I have to reboot into mulit-user, and I'd much rather find
out I have a non-booting kernel because of some strangeness, than
install world and reboot and then have a non-booting kernel and
perhaps a world that is not in sync with the kernel, and whatever
caused the kernel to fail could be something bad in the
installworld.

I just prefer to play it safe.

You only save about 1 minute of time by rebooting after install
kernel - except when you have problems - and then you might save
yourself a lot of work.

Better safe than sorry.
