"adding a line to the kernel"?

I'm trying to get my USB CD-R burner working, and in all
documentations I consult it says "add the following line to the
kernel". What does this mean?
Has this something to do with the GENERIC file? Do I have to recompile
the kernel after adding this line? And if I had to, would the result
be a "costumized kernel"?.

As you can see, I'm a little bit confused ;)

Thanks in advance.
Greetings damian
