I don't think pccardd has to run on FreeBSD-5. By the way my laptop
runs FreeBSD-4, and here pccardd is needed, so i don't have much
experience with the FreeBSD-5 pcmcia system. However i have already run
FreesBIE on the laptop and the pcmcia card was recognized, no problem,
without me doing anything. As far as i know this is managed by devd,
which reads /etc/devd.conf. Here it sees that for example device "an"
corresponds to an ethernet pcmcia card, and fires up
/etc/pccard_ether $device-name start. Looking at that i don't see
anything related to pcmcia modems, so it may be that you need to write
something in.
