I'm not really sure what you're asking about. AFAIK, most dumb terminals
are serial terminals. To make them work with FreeBSD you only have to
follow a few steps:
1) get / make a correct serial cable for the terminal in question
2) attach it to a working serial port on your FreeBSD machine
3) make sure that there is a getty on that port
4) make sure you have a correct termcap entry for tha terminal in
    question
