Considering you asked in a freebsd newsgroup I am directing you to

where you may purchase FreeBSD on CD and at the same time contribute
to the development costs of this fine operating system.
When I was poor I used to buy from cheapbytes.com. They are very inexpensive
and service was good - its been a while since I used them (thank goodness!).
What is wrong with ftp for you?
The likelihood of someone mailing a CD is low. Its an awful lot of data.
