apache2 and pkgtools.conf

Hi,
I have the following lines in my pkgtools.conf:
MAKE_ARGS = {
'www/apache20' => '-DWITH_PROXY_MODULES'
}
However this does not seem to work (no mod_proxy* is installed).
But if I enter
root@proxy:/usr/ports/www/apache20# make -DWITH_PROXY_MODULES install clean
at the prompt the modules are installed. Whats wrong?
