Question regarding time changes with security level 2

Running security level 2 or security level 3 restricts the time
changes to 'less than or equal to one second' according to
man 8 init.
So I a clock is running a partial second ahead of time, what will
happen when the leap second is added on New Years Day, so that the
clock will appear to be more than 1 second ahead.
Will any adjustment be made, and will subsequent adjustments slowly
bring the machine into alignment with the real world.
This just struck me when I heard that we gain an extra second by
delaying the start of the new year by one second?
