mount_smbfs: kldload(smbfs): Operation not permitted

when trying to mount the share i am getting the error: mount_smbfs:
kldload(smbfs): Operation not permitted
# kldstat
Id Refs Address Size Name
1 4 0xc0400000 63070c kernel
2 1 0xc3973000 c000 ipfw.ko
3 1 0xc39c8000 4000 logo_saver.ko
rc.conf includes the following
kern_securelevel_enable="YES"
kern_securelevel="3"
smbfs_load="YES"
I have other freebsd boxes that are working just fine and kldstat shows
the smbfs module loaded but it is not in rc.conf on the other boxes
How do I get the smbfs module to load? What am I missing?
Hmm... is it possible that i need to put the smbfs_load statement
above the kern_securelevel statement?
