Indeed this is the standard way to turn on a graphical login.
One reason it is not on by default is that not everybody (even those
who want a GUI) wants a graphical login. Another reason is that if
there is a problem with the X configuration having an automatically
starting graphical login can be a real pain - enough so to make it
nearly impossible to repair the configuration or even turn off the
graphical login unless you have another box to connect from (or a
serial console) and a working network.

OK I exaggerated a bit - but for those who feel the need for a GUI
login this second step in single user can be more than a bit daunting,
especially when they discover that $EDITOR isn't there until they mount
some extra filesystems and $TERM isn't set to anything sensible.
