Trouble booting install floppy on Sparcstation 10

I'm trying to boot a Sparcstation 10 from floppies to get NetBSD installed
on it. When I type "boot floppy" at the open boot prompt I get the
following error:
Boot device: /obio/SUNW,fdtwo File and args:
Track 0 reported when on track 2.
Can't open boot device
I've tried this with several disks, all made from a PC running Linux.
Here is the command I used to create the floppy (after formatting of
course)
dd if=floppy1 of=/dev/fd0 bs=1024 conv=sync.
What am I missing here?
