You don't get it to scroll.
Patches to make it scrolling have been floating around; you could try
searching the PR database. I also recall there were very good and ready
patches posted to tech-kern (2003, or 2002, don't remember); you
could try searching from there.

Well, you need to set the TERM to what putty provides (I would guess
TERM=linux is not correct for putty).
You need to tweak putty's terminal settings and then select the correct
TERM on NetBSD. For function keys, see Terminal->Keyboard settings in
Putty.
