Those release notes are normally installed to "/usr/X11R6/lib/X11/doc".

(That's the man page from current.) What version of NetBSD are you
running? Both current and 2.0_BETA have XFree86 4.4.0. If you're
still running NetBSD 1.6.2/XFree86 4.3.0, you might consider
upgrading XFree86, at least.

If you're having no luck with the latest released driver, you could
start here to get sources and binaries for the latest XFree86
(experimental) drivers:
