sendmail.cf file generation problem

I am copying comp.unix.bsd.netbsd.misc on this, as this is the platform
that I am running sendmail 8.13.1 on [NetBSD 1.6.2, sparc running on an
SS20]

Here's the problem: I have added the following to my netbsd-proto.mc
file [the sendmail.mc file for netbsd] to add support for using clamav
as a milter:

INPUT_MAIL_FILTER(`clamav-milter',
`S=local:/var/clamav-milter/clamav-milter.sock, F=, T=S:4m;R:4m')dnl
define(`confINPUT_MAIL_FILTERS', `clamav-milter')

minus the line wraps, of course.

Now, when I do 'make' in the 'cf' directory [NetBSD uses a make file to
call m4 and do what it is supposed to do], it produces the corresponding
  .cf file, but there is *nothing* corresponding to the two lines that I
have shown above.

Was gibt's? Other changes that I have made in the .mc file [such as the
Smart Host] get included correctly, but nothing to do with the milter.

As an aside, I added this manually to the sendmail.cf file:

Xclamav-milter, S=local:/var/clamav-milter/clamav-milter.sock, F=,
T=S:4m;R:4m

and restarted sendmail, and it doesn't puke on it, but then again the
milter doesn't appear to work.

Yes, sendmail on this system has MILTER support, yes, both clamd and
clamav-milter daemons start and run ok.

I'm stumped.
