As I understand it, it was _removed_ for the benefit of "us local Yokos"?
By not having a skeleton /usr/local in the OS, everything about it is
left to the local admin to decide. Make it a mount point for your stuff,
a symlink to your stuff, a directory on the /usr or / partition
containing your stuff, whatever. Structure it this way or that way, or
call it something else. NetBSD doesn't care about it or mess with it.
