The vast majority of cards will work with standard VGA modes, but the
highest, as you've found, is 8-bit 640x480.
I'm a bit surprised xf86cfg isn't working correctly. Try running just
XFree86 -configure
and see what it comes up with. It should detect your hardware. The log
file of that command will probably be more useful than the prototype
config file it writes out.
