allowing a non-root user to start ppp

I want a non-privileged user to be able to connect to the net using
PPPoE. I have put this user in group 'network' and have used the
'allow users' directive in ppp.conf. But I still get back a Permission
Denied error when I attmpt to launch /usr/sbin/ppp. Any takers?
