Yes, but it's a matter of degrees. Since dump writes out the index of
directories and files before any file data, there's a longer period of time
between when a given file's metadata and contents are backed up. Since tar
interleaves metadata and contents, the time period is significantly shorter.
But that's not to say that tar's good and dump's bad - just that they have
their own peculiarities that should be considered.
