Login class and Apache

Occasionally load on the webserver reaches such a level that it no
longer responds to anything but ping. While we can restrict the amount
of concurrent Apache processes, it is not always dependent on that
variable, but on what type of activity is taking place at scripting level.

My question is, can I make use of login.conf and establish a class for
the www user which will restrict it to the amount of processor time that
it can use? Meaning that I can essentially reserve a slice so that I
can have it reboot through a crond script or even through manually login
on?

Would there be other recommendations to take on this matter?
