I assume you mean "local physical access". For that you need to
remove floppy and cd drives, lock the case, and disable booting from
USB device in BIOS. I think that should do it.

Huh? All they have to do is put a boot floppy or CD in a drive and
reboot. All kernel mods now gone. You must remove all external
boot devices. Or did I misunderstand your question?
